Surinaams telefoonbedrijf doet Skype in de ban

PARAMARIBO, 3 jul – Telefoonbedrijf Digicel doet een aantal internetapplicaties in de ban. Skype, Viber en Nimbuzz behoren tot het trio ongewenste opties voor de Digicel-klant. Ongewenst dan voor het bedrijf, dat er niet aan verdient. Bovendien wordt de breedbandruimte waar over wordt beschikt, onnodig belast.

“We hebben een beperkte breedband en Digicel wil snel en goed internet aanbieden”, zegt Eugenie Haynes, marketing manager van Digicel, tegenover de Ware Tijd. Het zogenaamde VoiP, Voice over internet Protocol, mag dus niet meer. Met VoiP kunnen gesprekken worden gevoerd via internet. Daar staat geen financiële compensatie tegenover. “Niemand kan gratis shoppen”, aldus Haynes.

VoiP kan altijd nog, maar dan moeten goed financiële afspraken worden gemaakt. Voorlopig dus geen Skype, Viber en Nimbuzz meer voor de Digicel-klandizie. “Klanten die geen gebruik maken van deze diensten, ondervinden dan enorme last van trage internetverbindingen door de druk op de bandbreedte. We wilden onze klanten niet duperen, maar het is niet meer vol te houden. Vandaar dat het bedrijf gedwongen is deze harde actie te ondernemen.”

    Bellen over VOIP is natuurlijk killing voor provider. SMS is nagenoeg ook dood. Ken haast niemand meer die een SMS stuurt. Veel mensen zijn overgestapt op Whatsapp.

    Als het bellen ook gratis wordt kan de provider inpakken zo simpel is. Verhoging prijs internet abb is een optie maar daar zit niemand op te wachten.

    Mensen moeten ook begrijpen dat suriname voor telecom aanbieders geen aantrekkelijke markt is. Het land telt minder inw dan een stad als rotterdam. Investeren in zo’n markt is wegegooid geld. Tervergelijking T Mobile in nederland heeft al meer dan 1 miljoen aansluitingen, dat is net even wat aantrekkelijker om te investeren.

  2. De mensen moeten anders massaal overstappen naar een andere provider die deze diensten wel gratis levert.
    De consumenten hebben heel veel power alleen weten ze het niet.

    Mensen, met z’n allen overstappen naar Unica of Telesur want dit is te gek voor woorden. Gratis shoppen bestaat wel en dat heet dienstverlening.

    Vraag aan één Europese provider of deze Skype uit haar pakket wil halen en dan zal je het horen.
    Dat is gelijk einde oefening van deze telecom dienstverlener want geen enkele klant in Europa zal deze geldklopperij pikken !

  4. Behalve dat dit broodje aap verhaal, een regelrechte belediging is aan iedereen die een beetje verstand heeft van telecom en hoe VOIP werkt, is het ook nog een regelrechte aanval op meerdere resoluties (UNESCO en VN) die ook door Suriname zijn aangenomen als lid.

    Ik wil iedereen met een Digicel Internet abonnement adviseren om hierover juridisch advies in te winnen. Bundel je desnoods tot een stichting (kans voor een jurist om herin te voorzien) en klaag Digicel collectief aan. Boycot ze desnoods collectief.

    Als de Digicel abonnees dit liggend en gelaten over zich heen laten gaan, is er geen remmen meer aan hoe de verschillende ISP’s misbruik zullen maken van de naïviteit van hun klanten, en een precedent hierin zullen proberen te scheppen, die hun de macht geeft om hun klanten financieel te melken.

    We betalen hier in Suriname al TOP dollar voor een internet abonnement. Data blijft Data, hoe je het ook gebruikt…

    To chastise Digicel for their anti-consumer decision. To declare their stance on net Neutrality. To add an amendment to the OUR Act which implements Net Neutrality similar to that of The Netherlands.

    According to Wikipedia, net neutrality is the principle that Internet service providers and governments should treat all data on the Internet equally, not discriminating or charging differentially by user, content, site, platform, application, type of attached equipment, and modes of communication.

    This week however in a blatant attack on our civil liberties as ascribed to us by the by our Government and the United Nations and I quote

    “We, the representatives of the peoples of the world, assembled in Geneva from 10–12 December 2003 for the first phase of the World Summit on the Information Society, declare our common desire and commitment to build a people-centered, inclusive and development-oriented Information Society, where everyone can create, access, utilize and share information and knowledge, enabling individuals, communities and peoples to achieve their full potential in promoting their sustainable development and improving their quality of life, premised on the purposes and principles of the Charter of the United Nations and respecting fully and upholding the Universal Declaration of Human Rights. We reaffirm, as an essential foundation of the Information Society, and as outlined in Article 19 of the Universal Declaration of Human Rights, that everyone has the right to freedom of opinion and expression; that this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers. Communication is a fundamental social process, a basic human need and the foundation of all social organization. It is central to the Information Society. Everyone everywhere should have the opportunity to participate and no one should be excluded from the benefits the Information Society offers.”

    This right was deliberately tampered with when DIGICEL, one of the big three providers of telecommunications in the Caribbean announced on the 28th of June, 2014, that they will be banning applications like Viber and Nimbuzz from accessing their network due to these applications taking up too much bandwidth and not paying the network for requisite access.

    The telecommunications giant’s press release is riddled with very provocative language such as “unauthorized VOIP services” and ill thought out arguments such as these services are “putting enormous pressures on bandwidth – and customers’ data usage experience being negatively impacted as a result – the company has been forced to take firm action.” Leading people to believe that the second largest telecommunications network in the Caribbean cannot handle the very task it has people paying for in the first place; to talk over their network. And that is also an issue every

    Jamaican should then be very concerned about, the fact that we pay for theseapplications by subscribing to DIGICEL’s data packages, which allow the users access to the internet and mobile based services which and applications which are authorized by their respective application download portal be it Google Play Store, the Apple App Store, or even the BlackBerry World app store, these applications were developed, scrutinized by the respective platforms they were developed for and AUTHORIZED for download by the public. Our defense should never be for a corporation like viber who makes millions a year off of their service and can afford to succumb to DIGICEL’s demands, but rather it is about defending our right to utilize the data we pay for any way we see fit. We are not China or North Korea whose liberties can be taken away at the whim of a dictator. We are Jamaicans, the rights that great Jamaicans such as Paul Bogle and Marcus Garvey have died to give us are being trampled on not by our government ( not yet at least), but by fellow citizens and foreign nationals given leave to do business in our country, by our government, and have abused our fellow Jamaicans and our rights. We must not let this come to pass.

    The fact is even if this were not a civil liberty issue, the question of innovation and Investments will be severely affected as pointed out by one key caribbean investor JJ Gewax at states in a recent blog post “To put simply; I won’t be able to reasonably invest in tech companies targeting Jamaica. As an investor in 10 Pound Pledge, I have to face the very real possibility of losing Caribbean customers based on an ISP not willing to deliver high-quality video content. As an investor in EduFocal, I have to face the very real possibility that educational videos won’t be delivered to customers without a hefty “transfer fee” (to be decided at the whim of the ISP).As an investor in Blaze, I have to face the very real possibility that Digicel will build their own mobile money solution, and Blaze (being now found competitive to Digicel) will find themselves blocked from Digicel subscribers.”

    Ladies and Gentlemen this should be an AVID cause for concern we are already seeing where the just now vitalized tech entrepreneurial space is being adversely affected, the loss of any investor small or large is a precious loss for the tech/entrepreneurial community here is Jamaica. With great apps like Blaze on the way this year, this announcement by digicel may even cause these Jamaican owned and operated projects to consider launching in other countries and not Jamaica, robbing the country of valuable and possibly life changing services.

    The net Neutrality debate is one that has garnered international attention with countries such as the Netherlands and Chile to become effectively the world’s first and second “Net Neutral” countries. The debate in the United States has taken fever pitched heights amid protests; the FCC (Federal Communications Commission) advanced a “net neutrality” proposal that would ban Internet providers from blocking or slowing down access to websites.

    What DIGICEL is doing is in breach of the Jamaica Fair Competition act (2001). Part III section 17, which clearly states “(1)This section applies to agreements which contain provisions that have as their purpose the substantial lessening of competition, or have likely to have the effect of substantially lessening competition in a market. (2) Without prejudice to the generality of subsection (i) agreements referred to in that subsection include agreements which contain provisions that-(a) directly or indirectly fix purchase or selling prices or any other investment; (b) limit or control production, markets, technical development or investment; (C) share markets or sources of supply; (d) affects tenders to be submitted in response to a request for bids; (e) apply dissimilar conditions to equivalent transactions with other trading parties, thereby placing them at a competitive disadvantage; (f) make the conclusion of contracts subject to acceptance by the other parties of supplementary obligations which, by their nature or according to the commercial usage, have no connection with the subject of such contracts”.

    This basically means that they cannot ban one service and not ban ALL. That is unfair competition according to the act. Also, the fact that we pay DIGICEL and LIME for the data plans, i.e internet on our mobile devices, and VoIP uses the internet over the phone, it matters very little if it stresses DIGICEL and LIME’s bandwidth, we pay for a specific amount of bandwidth and that is the bandwidth we utilize, they have no right to tell us what to do with the bandwidth allocated to us that we pay for, furthermore, DIGICEL can scarcely complain about our bandwidth usage since we are NOT getting the 1mb over what we pay for, for free.

    Fellow Jamaicans, this this where you come in, our Minister of Science, Technology, Energy and Mining, the Honorable Julian Robinson, the Jamaican Government, The OUR (The Office of Utilities Regulation) and our Prime Minister, the Hon. Dr. Portia Simpson Miller have up to the time at which this article was composed, declined to give a statement and have gone on record as to say they have taken “no position” on net neutrality. This cannot be allowed to happen any longer. We must besiege our elected officials to protect our civil liberties from a corporate culture of greed and lack of accountability. We must demand that Minister Robinson, the OUR and Dr. Simpson-Miller take a stand on the side of its people, and not on the side of one of its corporate partners, DIGICEL. And this must send a CLEAR message to LIME and Columbus Communications (FLOW), that no similar action to this one will be tolerated, further more we propose that a total boycott of both networks (LIME and DIGICEL) be as put into immediate effect, with patrons instead using services like Tango to make calls or Skype or any other way that avoids using credit (minutes) to communicate, including data plans for those who are able to do so, for those who are not please limit your calls and texts in solidarity with this cause, if our government can be made to change their minds about the bank tax, these racketeers must be made to cower in fear of those they serve.

    We the citizens of Jamaica come to you highly concerned about our civil rights as a consumer. Digicel Jamaica, has opted to implement an anti-consumer policy. This policy as outlined in their press release dated 29th of June 2014, restricts paying customers from using select applications on their phone. They believe they are justified as these services are offering a competing product that relies heavily on their infrastructure. Unless the provider in question pays Digicel for use of their network, they will be indefinitely blocked.

    This is however hogwash as we consumers pay good money to use the internet service that Digicel offers. It is not our concern that they cannot manage the load that we are paying for.

    After careful review, it was also discovered that this move is in possible violation of the Jamaica Fair Competition Act of 2001. Section 17 of the aforementioned act speaks out against such a move. They should not be allowed to get away with this.

    Even if this were not an issue of civil rights, it cannot be ignored that this would have damning implications on technological innovation and Entrepreneurship in the island. If Teleco’s have the ability to shut down applications and products that they don’t like or they feel will compete with them; the ICT Industry as whole will stagnate. A Caribbean Investor in a recent blog post also alluded to this fact, as well as his waning confidence in investing in Jamaican products.

    With all this now brought to light, we beseech you to:

    1. Chastise Digicell for this Anti-Consumer play and possibly pursue legal recourse.

    2. To make an official stance on Net Neutrality in favour of the consumer.

    3. To add an amendment of The Telecommunications Act to implement Net Neutrality in a similar vein as The Netherlands.

  6. t is heel simpel…een heleboel Surinamers zullen net als ik..zodra mijn dataplan van digicel deze maand verlopen is gewoon de telesur of uniqa-chip in de android doen en daar dan een internet op doen….en de digicel-chip gaat in de oude nokia waarmee ik alleen maar bel…en sommigen zullen gewoon volledig overstappen naar een andere provider, in het buitenland al helemaal, nog meer keuze aan providers…pffff wat een waardeloze manier van omgaan met je klanten !!!

  7. Bij TeleG heb je een dataplan van 1 of 3 of 6 gb per maand, als postpaider, dus je mag ermee doen wat je wilt, als het op is, is het op.

    Van prepaiders weet ik niet. Als je unlimited hebt en iedereen haalt het onderste uit de kan, en daar had men bij het bedenken van de abonnementen bij Digi niet op gerekend, dan snap ik wel dat het verlieslatend kan worden, en contractueel hebben ze het recht hun dienst aan te passen. Dat ze dan veel klanten zullen verliezen is een andere kwestie.

  8. Mensen. Rustig aan. Geen commotie nodig. Er is een TAS voor dit soort gedragingen, er toezicht op te houden dat de providers zich conform de geldende regels gedragen. Indien die instantie haar werk niet goed mocht doen, rest nog altijd het sterkste wapenfeit. En dat is het overstappen naar een andere provider. Ik denk niet dat Teles en Uniqa ook zullen vervallen tot dit soort wangedrag van Digicel.

  9. ONZIN IS DIT! is net als wanneer Telesur zou zeggen ze gaan skype blocken zodat je t niet meer kan gebruiken via je computer want je belt niet genoeg via je huislijn!! Er word betaald voor data, en ik vind dan dat t gebruikt mag worden hoe de klant dat wilt, zonder beperkingen. Is geen China! Wat gaan ze dan doen? Facebook ook blocken? Want Facebook gebruikt ook VOIP.

    Alle draadloze apparatuur moet worden afgeschaft. De straling ervan veroorzaakt heel veel ziektes en tast op den duur ook het DNA aan. Gezonder zullen we er niet van worden.

    Btw, het bedrijf heeft toch het recht haar kernactiviteit, internettoegang te beschermen? Wanneer de internetverbinding te traag wordt door Skype e.d. dan worden er toch ook klanten gedupeerd?
    Overstappen op een andere provider zal niks helpen, want dan gaan de Skypers de internetverbinding van de nieuwe provider belasten wat ook weer tot tragere internet gaat leiden. Ik vraag me af of die andere providers zo happig zijn op deze nieuwe klanten.

    Al die SUV hebben brede banden en de wegen zijn er niet op gebouwd.

  14. ze kunnen ook een abbo introduceren waar bij deze diensten wel mogelijk zijn. wat veel mensen vergeten is dat digi gratis 4G aanbied. dat heb je in Nederland niet eens daar moet je gewoon flink betalen voor 4G. laten we eerlijk zijn we sms’sen al niet meer bellen gaat via voip diensten. hoe moeten dit soort bedrijven hun diensten kosten dekkend aanbieden?

  15. Ran-D, uitstekend verwoord. De vraag is zijn de Surinamers bereid meer te betalen. En mijn gevoel zegt van niet. Kwestie van tijd dat andere providers ook VOIP gaan blokkeren. Hoe meer meer mensen gebruik maken van VOIP hoe groter het verlies wordt voor een provider. Unica en Telesur zitten ook niet te wachten op deze klanten. Of ze blokkeren niets maar de gesprekken gaan met 2 seconde vertraging naar de ontvanger. De Vodafone manier. Suriname kent geen netneutraliteit. Dat maakt het helemaal lastig.

  17. Laten wij maar eens ophouden !! Het gebruik van Skype of voip diensten is niet GRATIS ! Want de dienst wordt gekocht bij digicel. De consument betaald voor de DATA en Postpaid klanten krijgen ook beperkt aantal Data om mee te kunnen internetten, dus het wordt letterlijk betaald aan DIGICEL om gebruik te kunnen maken van de diensten…. Wat is dan gratis?? Het is pas gratis wanneer je geen koper cent uitgeeft !!

    voor een beluitdraai van je prepaid nummer betaal je al 50 srd per pagina terwijl van Telesur online te tjekken is.

  22. Henk Molenaar heeft een zonnesteek opgelopen? Eerst beweert hij dat Surinamers kicken op ‘gratis’, vervolgens pleit hij zelf voor gratis Skype. Wordt Henk langzamerhand een blakka mang?     Skypen is een fundamenteel recht binnen internetland.

    Het getoonde gedrag van Digicel is internationaal aanvechtbaar en Digicel moet begrijpen dat de zich snel ontwikkelende technologie, in deze globaliserende wereld, niet te stuiten is en de consument soms mogelijkheden biedt kosteloos met elkaar te communiceren.

    Denk hierbij ook aan email, die het faxen al voor een groot deel heeft vervangen.

    Mensen in Suriname, accepteer het gedrag van Digicel niet!! Kom in actie!!
